From Janet Downs to UK Statistics Authority.
Dear UKSA,
In January you responded to my complaint about the Department for Education’s omission of the 2011 PIRLS results from their publicity around PIRLS 2016. This gave the impression that post-2010 policies were responsible for the rise in PIRLS ranking between 2006 and 2016. But, as I pointed out at the time, most of the rise in ranking took place in 2011.
You wrote back saying that a more complete picture would have been given if the DfE had reported the 2011 results.
Your opinion has been ignored. A DfE press release (https://www.gov.uk/government/news/more-children-on-track-to-be-fluent-readers-in-primary-school) and a Telegraph article (https://www.telegraph.co.uk/news/2018/09/27/whizzpopping-phonics-revolution-transforming-literacy-schools/) written by minister Nick Gibb both omit the 2011 results.
I should be grateful if you could again remind the DfE and minister Nick Gibb of the importance of giving a complete picture. For the DfE to do any less is to deceive the public.
