Public Confidence in Statistics (PCOS)

What are we measuring? Broader indication of trust in official statistics, providing context for OSR’s regulatory role rather than direct attribution.

Why does this matter? It gives us a context‑setting, system‑level indicator of trust, and how far statistics serve the public good, rather than a direct measure of OSR’s impact.

How will we measure it? The Authority Board supports reviving PCOS in some way, and this is currently being explored by OSR.

Deliverability: Strategic thinking around this measure is under development. We expect a longer timeframe, and a short-term proxy may need to be developed.

Take up of self-evaluation

What are we measuring? Producer take up of our newly developed self-evaluation tool against the Code of Practice for Statistics.

Why does this matter? Understanding if producers are taking greater ownership of compliance with the refreshed Code of Practice for Statistics.

How will we measure it? Use of download metrics from the web, and through engagement with producers.

Deliverability: We are confident this metric can be established quickly and in full.

Timeliness of meeting our requirements

What are we measuring? Are our recommendations and requirements being taken forward in a timely manner?

Why does this matter? Can help us determine if recommendations/requirements are taken forward effectively and in a timely manner, improving TQV.

How will we measure it? Development of a live register of recommendations, allowing us to produce quantitative data (numbers/percentages).

Deliverability: We are confident this metric can be established quickly and in full.

Accredited official statistics not reviewed in some time

Why does this matter? Ensures accreditation remains credible and users can continue have confidence that accredited official statistics meet the expected standards.

How will we measure it? A timeseries demonstrating the change in the profile of the number of accredited official statistics not reviewed in some time.

Deliverability: We are confident this metric can be established quickly and in full.

System Catalyst

Take up of, and engagement with, guidance

What are we measuring? Use of and engagement with OSR guidance.

Why does this matter? Understanding take up of our guidance will help us understand where we should focus.

How will we measure it? Website metrics, for example engagement and views targeted to current issues, and number of people attending our events.

Deliverability: We are transitioning to a new website. This may impact the timing of availability of some metrics. Other aspects can be operational quickly, for example, event attendance.

Progress against annual State of the Statistical System report (SoSS)

What are we measuring? Responsiveness of the statistical system to the issues raised within our annual State of the Statistical System report.

Why does this matter? We set out the key strengths and challenges across the statistical system within our State of the Statistical System report, based on our regulatory and supporting activities. The report outlines the changes we expect to see from the statistical system, and ourselves.

How will we measure it? We have proposed that the National Statistician provide updates every 6 months against State of the Statistical System priorities.

Deliverability: This mechanism will be established when the new National Statistician is appointed.

Public Use of Statistics

Casework volume and responsiveness

What are we measuring?  The volume, recurrence and responsiveness of our interventions.

Why does this matter? Indicates whether OSR interventions are timely and reduce repeat issues.

How will we measure it? Our casework management information is available on the headline measures of volume and responsiveness.

Deliverability: We are confident this metric can be established quickly and in full.

Intelligent transparency and approaches to monitoring the Standards for Public Use

What are we measuring? The progress made through our approaches to monitoring the Standards for Public Use.

Why does this matter? To aid our understanding of if producers/public bodies are compliant with our standards.

How will we measure it? Work is currently underway to develop a mechanism for monitoring compliance with our standards. This is likely to be operational in year 2 of our strategy.

Deliverability: This will become operational in year 2; we will build measurement into the roll out.

Enhance our own TQV

Cabinet Office People Survey

What are we measuring? Staff experience and engagement with OSR.

Why does this matter? Our activities are focused on making OSR a good place to work. Work in this theme is also foundational for our overall impact, so its outcomes should be reflected across other strategic themes.

How will we measure it? The People Survey runs annually, and OSR usually has a high response rate, meaning we should have data representative of employees across OSR.

Deliverability: We are confident this metric can be established quickly and in full.

As we further develop our indicators, in future evaluation reports we will update these tables to reflect any changes.
